Adds a mutators codelab
Reason for Changes
Mutators are one of the more complex parts of Blockly, so it's important to have a codelab that fully covers how to make a custom one.
I opted to use context menus for custom UI because it's one of the simplest options for teaching purposes. I do think that a context menu mutator is not ideal (since it's not very discoverable and feels odd to change the block state via a context menu) but I noted that in the codelab.

Ran through all the steps manually and everything works as intended.

Additional Information
I've added alt text for this codelab's new thumbnail. The other thumbnails should also have alt text, but that will be follow-up work along with updating the thumbnail image for the getting-started codelab.
