publishing-v11 predates own-package (.github 2842ca1), so bledev ships inside the pydevices MIP package. Merge only after publishing-v12 exists. Refs PyDevices/.github#56

publishing-v11, which predates own-package (.github 2842ca1). So bledev ships inside the pydevices MIP package, and there's no standalonebledev. This moves the sync'suses:, itspublishing-tools-refand the deploy'sPUBLISHING_TOOLS_REFtopublishing-v12.The tag is cut in .github with
scripts/cut_publishing_tag.sh 12from a clean main. The companion caller move is in pydevices.
