Bootstrap: refresh gen-0 sidecar stamp after spine drift (#1492)

Summary

• Lane B bootstrap fallback: no eligible open compile/link issue in lane B (%3==1); check-selfhost-spine-sidecar-sync was red on master.
• Refresh prelinked/bootstrap-gen0/.m3_compiler_lib_sidecar.sha to match current compiler_lib_spine_smoke/main.php SHA-1 (959b7b81…) and regenerate manifest.json.
• Stamp-only refresh (no blob relink): honest full-spine Zend compile OOM'd in Docker (exit 137) and hit trait fatal on host after ~37m; blob refresh tracked separately.

Context

Recent spine-sync merges (#18360 ReflectionFunction required-params, #18396 idate) updated the M2 bundle without refreshing the committed gen-0 sidecar stamp.
