Added a new function Fusion.CreateContactProc to separate the creation of the Contact Fusion procedure and the registration to the card.
This is required for the new card "The Sun God's Steelcage - Lava Golem", that requires alterations to Value and TargetRange for its summon procedure (must summon to the opponent's Main Monster Zone).
