9066 Consolidate Black/Isort Into Ruff

Fixes #9066.

Description

This intends to consolidate tools as much as is practical. Ruff can be used to do the same work as isort and black, however it requires configuration to match the exact behaviour of these tools. Currently only isort is replaced and this results in too many changes, replacing black with ruff format changes almost 300 files at once.

Types of changes

• Non-breaking change (fix or new feature that would not break existing functionality).
• Breaking change (fix or new feature that would cause existing functionality to change).
• New tests added to cover the changes.
• Integration tests passed locally by running ./runtests.sh -f -u --net --coverage.
• Quick tests passed locally by running ./runtests.sh --quick --unittests --disttests.
• In-line docstrings updated.
• Documentation updated, tested make html command in the docs/ folder.
