feat: skills and guidelines for typed meta, roles and Block Bindings

Roadmap 2.5: Nectar catches up with framework v13.34.4 → v13.35.1.

• New skills pollora-typed-meta, pollora-roles, pollora-block-bindings, written from the documentation (meta.md, roles.md, block-bindings.md); every class and command name checked against the framework's develop
• Core guidelines: the three features in the attribute snippet and the conventions (with their minimum version, since the core text is read by every 13.x project), Meta facade, the new commands, what pollora:doctor now checks
• 13.x guidelines: ^13.35, a short section on the three features, the request lifecycle (template_redirect after boot, v13.35.1)
• Upgrade prompt: ^13.35, the template_redirect change
• REST skill: the Can permission; fix of the permission namespaces it taught (Pollora\\Attributes\\WpRestRoute\\Permissions\\IsAdmin and Pollora\\WpRest\\Domain\\Contracts\\Permission do not exist)
• Post types skill: pointers to #[Meta] and #[GrantsPostType]
• Tests: the core guidelines render with @can kept as text (Blade would compile it), point to the three skills, and every skill's name matches its directory

Pest 77 passed, Pint and PHPStan clean. (Rector flags 3 files that main already has; CI does not run Rector.)
