run에 --conversation-responses를 더해 도구 없는 답변을 허용 - #91

`xgen run`은 계획된 단계가 없는 목표를 거절한다. 답만 필요한 질문은 `proposal_rejected.completion_without_receipt_completed_plan`으로 닫히는데, 모델이 영수증을 보일 일을 한 게 없고 `completion_candidate`는 영수증을 요구하기 때문이다. REPL은 처음부터 이 계약을 허용해 왔으므로, 같은 질문이 대화형에서는 답을 받고 단일 invocation에서는 실패했다. run을 메시지마다 구동하는 호스트는 그래서 대화를 유지할 수 없다. - `RunArgs`에 `--conversation-responses`를 더했다. 기본은 꺼짐이라 기존 호출의 동작은 그대로다. - `LocalRunRequest`에 같은 이름의 필드를 더하고 `run_local_with_started`가 `run_local_composed`에 넘긴다. 지금까지 그 자리는 `false` 상수였다. - 대화형 호스트는 `true`로 적었다. 드라이버가 어차피 허용하므로 동작은 같고, 요청이 실제로 시작하는 Run을 그대로 기술하게 된다. 검증
로컬(Linux, cargo 1.98.0)에서 PR 게이트와 같은 검사를 돌렸다. nextest가 설치돼
있지 않아
cargo test로 대체했고, 그쪽이 더 넓다 —pr프로필이 건너뛰는 45개에이 패치와 직결된
conversation_only_requests_need_no_tool_approvals_and_replay_offline이들어 있어서 오히려 전체를 돌리는 게 맞았다.
