Description

A bunch of files were already committed to the main branch previously, this PR intends to finalize the work by adding missing workflows and bumping the versions of existing workflows.

Fixes OpenCHAMI/release#74

Important

Blocked by: OpenCHAMI/github-actions#34

Needs to be re-run after OpenCHAMI/github-actions#34 is merged and v3.11 created.
