[Feature]: New workflows for deduplication across the org

Describe the feature

Many repos have a homebrewed workflows for CI tasks that are easy to standardize. Let this be a meta-issue which tracks all of the workflows which ought to be abstracted out and moved to this repo.

Why do you want this feature?

Deduplication. Simplifying maintenance and CI changes.
