Upgrade the isolated release tool to uv 0.12.13 and keep its workflow bootstrap pin and lockfile in sync. The original dependency-only change left the old lock in place, so
uv sync --lockedcouldn't install the release tools.The resolver changes only uv. The existing release-contract tests now check the new exact pin; PSR, Click, GitPython, and the build backend keep their reviewed versions. The upstream release verifies metadata sidecar hashes and fixes Windows launcher resource updates.
Validation: offline locked resolution, Ruff, and 257 local tests pass; two tests skip. CI also checks the locked release CLI against disposable Git history and validates the built distributions.
