Prepare the current canonical implementation for npm 0.2.20. This includes the existing nested-directory and unreadable-directory scanner fixes, updates the exact package version assertions, and keeps disposable test commits independent of workstation signing preferences.
Validation: npm test passed on the canonical upstream base; earlier package validation and installed CLI validation passed. npm publication remains pending canonical merge and maintainer authentication. No production deployment or runtime authority expansion is included.
