Merge main while keeping its dashboard layout and release tooling. Preserve map geometry and bound upload, queue and result buffers to prevent malformed or repeated requests exhausting memory. Add regression tests and locked backend CI checks. Refs #9

@dsmits, could you review the follow-up fixes? Resolved the main-branch layout conflicts, preserved exported map geometry, bounded uploads/jobs/results, and added regression tests plus backend CI. Locally: 90 API tests and 40 frontend tests pass; Ruff, typecheck, build, and demo-data verification pass. The old companion tests fail on both this branch and main because the installed OSIPY lacks |

Summary
Added the backend code that I had to this repo. It's not connected yet, I need to make some changes first, but I'll do that in a later PR
