Active Turn messages and function results were checked against the latest Runtime heartbeat, allowing later declarations to change what an already admitted Turn could accept. Retain the admission declaration for the Turn’s delivery lifetime, including confirmed no-effect repreparation, while preserving fresh admission and final preclaim checks for new work.

Runtime steering now checks its existing declaration snapshot before native calls and retains assignment fencing and input receipts. Remove the unused live-heartbeat delivery helper and function-exchange kind field; no protocol fields, storage, or adapter loops change.

Validation: fresh independent blind review found no actionable issues. Real gateway/database regression cases cover narrowing, widening, unavailability, fresh Turns, images/function results and repreparation; all 11 scenarios passed 50 race-enabled repetitions. Runtime steering race50, focused suites/vet, runtime contract and hygiene passed. Independent review also ran full dispatch/execution race tests and repeated integration tests. Focused checks passed again after merging current cutover. Live model loops are unchanged; final integrated public qualification remains separate.
