Restores the initialization scanner's placement predicate to "the host knows the kind". #552 required the Harness to be available, which made a self_hosted initialization on a host whose Harness is unavailable wait forever instead of failing typed with
ProvisioningHarness;TestUserManagedPreparationUsesAuthenticatedRuntimeWithoutAllocation/unavailablecaught it on CI.With several agent hosts an initialization can still pin to one whose Harness is unavailable; that limit is recorded in the workstream plan.
