MAPCO-11282 — move off the alpha branch onto the official v8.3.0 release. Was pinned exactly at 8.3.0-alpha.0; now ^8.3.0 to match the convention used by cleaner and the other services in this ticket. Tests: 159 + 216 passing both before and after the bump (baseline captured on origin/master first to rule out pre-existing failures).
