The repository-wide image scan is currently failing on all PRs because the existing nginx Alpine image contains two HIGH vulnerabilities with fixes already available in Alpine:
Refresh installed Alpine packages during the web image build so the scanner consumes the fixed packages. This is intentionally separate from the NCDD CLI PR #59 because the scan failure is a repository baseline issue, not an NCDD regression.
