Create v0.1.1 from the exact verified package commit 86851d9ed92a8f6a0850e347ddf1c2d9ae4fdbbc.

Controls

• runs only when this bootstrap file reaches main
• checks out and verifies the exact frozen target SHA
• reruns bare pytest across all 49 tests
• builds and installs the wheel outside the checkout
• checks package version 0.1.1 and the refusal scenario
• refuses to overwrite an existing v0.1.1 tag or release
• publishes wheel and source archive with the bounded release notes

No source, test, package metadata or claim boundary changes are included in this PR.
