Release v0.1.1 with complete test discovery

What changed

• widen bare pytest discovery to tests/ and enterprise-execution-readiness/tests/
• bump package and public version markers to 0.1.1
• run the complete suite in Package and Release workflows
• add a dated complete-suite verification entry and v0.1.1 release notes
• update the README’s stale enterprise-test status

Why

The enterprise-shaped tests now pass, but testpaths = ["tests"] still excluded them from a bare pytest run. This aligns local, package-CI and tagged-release discovery at all 49 tests.

Validation

• Python 3.12
• bare pytest: 49 passed, 0 failed
• public import reports 0.1.1
• make verify: HOLD demo with receipt, 49 tests, three adversarial vectors passed
• git diff --check: clean

Boundary

src/commit_gate_core/gate.py is unchanged. This patch adds no gate capability or enterprise-readiness claim.
