Drop mklrand_py_helper.h from src/AGENTS.md (removed in gh-192), name BRNG_KINDS in the new-generator checklist, list MSVC as the Windows compiler, add pre-commit and pylint to the dev environment so the Checks section runs from it, and describe the meson-python editable install accurately.

Add a C compiler, --override-channels, and shellcheck to the setup, move "work on a branch" ahead of the checks, and mention pre-commit install and the first run's network use. Complete the new-generator checklist (tests, docs index and how_to, benchmarks, append order), name _init_helper.py, numpy_random.__all__, and the per-thread restore rule, and note that GitHub CI builds the recipes with --no-test. In the issue forms, keep paragraphs on one line, add "Other", the MKL version, and an optional log field. Also fix the stale randomkit.c reference in randomkit.h and the missing aliases in interfaces/README.md.
