docs(release): prepare 1.0.0-alpha.14

Summary

• move the completed poison-update and rich-message schema fixes into the 1.0.0-alpha.14 changelog entry;
• document the aligned-package upgrade requirement;
• record the fail-closed default and durable-quarantine requirement for applications opting into Skip.

Release contents

• correct Telegram Bot API 10.2 rich-message ordered-list label deserialization;
• per-update getUpdates decoding in the built-in transport path;
• deterministic schema decode failures are no longer retried as transient failures;
• shared long-polling/webhook ITelegramUpdateDecodeFailurePolicy contract;
• safe diagnostics without raw payload logging.
