Release commit for 5.0.0: a missing settings.GUARD_SECURITY_CONFIG now raises ImproperlyConfigured instead of silently falling back to SecurityConfig() (#39), and global behavioral return rules now run. Version bump, changelog, release notes, mike/versions.json and the example image tag.

The version is a major because a startup error where there was none is a breaking change, the same call made for the earlier fail-secure change (3.0.0 to 4.0.0). The release notes carry a Breaking changes section with the upgrade action. The guard-core floor stays at >=4.1.0, so the guard-core 4.4.0 fixes arrive by upgrading guard-core.

Nothing is tagged or released by this PR.

guard-core 4.4.0 is on PyPI, so the floor moves up and upgrading this adapter brings the engine fixes. The release notes say so instead of asking users to upgrade guard-core separately.
