Policy Violation: Beam SDK & Container Version Parity

Issue Summary

This PR violates repository policy (AGENTS.md Section 4, Rule 5: Beam SDK & Custom Container Version Parity and .agents/skills/pr-review/SKILL.md Section 2.A) and cannot be merged yet:

  1. apache-beam==2.77.0 is not yet generally available on PyPI or Maven Central:
    • https://pypi.org/pypi/apache-beam/2.77.0/json currently returns HTTP 404 (only release candidate 2.77.0rc1 exists on PyPI; the latest stable release is 2.76.0).
    • Maven Central org.apache.beam:beam-sdks-java-core:2.77.0 also returns HTTP 404.
  2. Isolated Dockerfile update breaks SDK & container parity:
    • This PR updates apache/beam_python3.13_sdk:2.77.0 and apache/beam_python3.14_sdk:2.77.0 across 6 Dockerfiles (anomaly_detection, cdp, gaming_analytics_java, iot_analytics, marketing_intelligence, ml_ai_python), while all Python requirements.txt files remain pinned to apache-beam[gcp]==2.76.0 and all Java build.gradle files remain pinned to beamVersion = "2.76.0".
    • Mismatched /opt/apache/beam/boot (2.77.0) and Python SDK wheel / Java expansion service versions (2.76.0) cause Dataflow worker startup and cross-language harness override failures.

Actionable Remedy

  • Keep this PR open until apache-beam==2.77.0 is officially published as a stable release on PyPI and Maven Central.
  • Once 2.77.0 is generally available, update all corresponding Python requirements.txt files (apache-beam[gcp]==2.77.0) and Java build.gradle files (beamVersion = "2.77.0") in lockstep with the Dockerfile base/stage tags.

This will have to wait until Beam 2.77 is released as Python and Java packages. Closing for now.
