Broken Fermilab notebook link in Moffat PSF documentation #1368
Description
On the [PSF documentation page](https://galsim-developers.github.io/GalSim/_build/html/psf.html), under the Moffat section, the link to a notebook hosted at Fermilab appears to be inaccessible.
Could this link be updated or the notebook hosted somewhere accessible?

This old (now gone) page is not a great thing to use as a reference: it is "notes" in the sense of "short reminders of things I found while reading up on something", not formal documentation like a tech note. Within these informal notes are references to what I was taking notes on, and I think it would be better for the GalSim documentation to refer directly to these rather than my informal notes. I should still have my informal notes locally; I'll send you the files on slack shortly.
