Handbook: link each role's bonus formula, dedupe MBO rules - #5941

The compensation page's bonus calculation now links to the formula for each role with its own plan (sales, Customer Success, SDR) and keeps the MBO attainment formula. The Operations page links to the MBO rules instead of restating them.

Each role with a bonus or commission plan now has its formula on its own page. This points to them, and removes the MBO rules that were written down twice.

The compensation page's "Bonus Review", "CEO Confirmation" and "Template Email" sections still repeat the Operations page's shared steps, and contradict them on who sends the confirmation email:
Merging those sections needs a decision on which process to keep.
