feat(ai): allow schedulers to defer tool parameter validation

With disableToolCallResolution: true, schema-invalid application arguments currently fail the response before an external scheduler can return corrective feedback. Add toolCallValidation: "deferred" to return those arguments as unknown, retaining provider results and usage.

The default remains strict. Deferred mode still validates response structure, tool names, results, and provider-executed encoded parameters. The scheduler must validate application arguments before execution and owns corrective feedback; the option neither runs handlers nor retries model calls. This complements #7588 for callers that own tool execution.
