fix: accept image generation lifecycle statuses

Summary

• Accept OpenAI image generation-specific generating and failed lifecycle statuses without widening shared message statuses.
• Align the handwritten response schema with the generated OpenAI schema.
• Add regression coverage and a patch changeset for @effect/ai-openai.
