What does this PR do? What is the motivation?
Fleet View is in Preview on the Government sites, but the Fleet Automation overview showed a whole-page "not supported" banner (DOCS-15899). This replaces that banner on the overview page with the same gov/gov2 note used on the Fleet View page. The other Fleet Automation pages keep their banner.
