What does this PR do? What is the motivation?

Adds a skill-callout card to the Agent Observability Quickstart and Instrumentation overview pages. The card gives readers a prompt that uses the dd-orchestrator skill to set up Agent Observability with a coding agent. This follows the pattern from the RUM callout in #39972.

The callout text names Python and Node.js because the orchestrator's instrumentation skill supports only those languages.

Claude Code drafted the callouts and checked the rendered output in a local Hugo build.
