What does this PR do? What is the motivation?

Documents the Is Image Running signal on the Runtime Prioritization Engine page.

The "Filter findings by runtime signals" section is split into two subsections:

  • Package is running — the existing content, which requires Runtime Package Prioritization to be enabled.
  • Image is running — new. Covers the @risk.is_image_running and @risk_details.is_image_running.evidence.detected_at tags, the 12-hour detection window, the Agent and Agentless detection paths, and how to query the signal across asset types where the field is absent.
