What changed in this PR
This follow-up to #3175 persists Claude Code and Codex configuration across devcontainer rebuilds by sharing configuration directories with the host.
Changes:
- Create and bind-mount host configuration directories, with matching environment variables.
- Add Claude Code and ChatGPT VS Code extensions.
- Update Docker-in-Docker to 4.1.3 and the Java feature lock to 1.8.3.
