Vendor the shared governance from project-template (hooks, community-health docs, PR/discussion templates, 01-feature/02-bug issue templates, labels.yml, release-drafter + gitleaks config, shared workflow suite); this repo had no .github/ previously. Fix the Taskfile license target to install golic v0.2.0 and verify-only (--dry -x); scope .licignore to chart sources under charts/ so the shared .github governance files are excluded from the golic check. Closes #

Bootstrapped the canonical label set, fixed the Taskfile license target (golic v0.2.0, verify-only), and scoped .licignore to chart sources under charts/ so the shared .github governance files are excluded from golic (8 chart sources still checked). All checks green. |

Fixes the Taskfilelicensetarget (install golic v0.2.0, verify-only) and scopes.licignoreto chart sources undercharts/so the shared.githubgovernance files (own comment headers, not golic blocks) are excluded from golic. Chart sources still checked (8 files). No chart behavior change.Closes #2
