RCA/feasibility: closing unmerged as maintainability-only work on the active trusted-uv writer surface. The patch moves existing _export_uv_lock return-code/hash-pin validation verbatim into _validate_uv_export; it changes no download, retry, origin, integrity, workspace, or publication behavior and fixes no current failure. #790 owns this exact module for substantive transient-download/trusted-Git/descriptor-output hardening and has a fresh repository_dispatch rerun in progress. Carrying this helper extraction independently creates avoidable reconciliation for no operational gain. Reassess after #790 integrates.
