The v1.2.0 hosted browser suite finished its tests but stayed active during preview-server teardown. This change builds the static UI before the browser job and starts preview directly, so the hosted suite exits normally. It keeps every browser project, GitHub annotations, and HTML diagnostics, with named progress, one worker, and a 20-minute deadline.

The mobile-navigation check also waited for its reopened dialog before testing the backdrop, removing an intermittent race. That check passed 20 consecutive Linux repetitions. The signed publication window is now September 25 at 06:00 UTC; automatic installation remains disabled until September 28 at 06:00 UTC.

All applicable hosted checks passed on the final tree: Browser, Python, Frontend, Container build, Security, Helm, and Docs/config.

I included the browser teardown and mobile backdrop fixes in v1.1.3. The browser suite passed in the published release run, so this PR no longer needs a separate merge. Closing as superseded.
