ci: add review-only CodeBoarding workflow using action PR 120

Requested by @ivanmilevtues to exercise CodeBoarding/CodeBoarding-action#120.

Adds only a CodeBoarding review workflow referencing CodeBoarding/CodeBoarding-action@refs/pull/120/head, with explicit hosted authentication and depth_level: 3 to exercise non-default depth without requiring a provider secret.

No sync job, no committed .codeboarding state, and no changes to existing workflows. A separate PR after this workflow merges will test generating a missing merge-base baseline with full analysis, incrementally applying the PR head, then publishing reusable artifacts and the architecture diff.

Validation: YAML parsed, exactly one review job, correct PR ref/depth, and git diff --check.
