Summary

• Add a responsive Risk Gate landing page in English, Portuguese, Spanish, Japanese, and Chinese.
• Include an original, locally bundled CI/CD and team review video in the hero.
• Add a GitHub Pages deployment workflow and setup instructions.

Deployment

The Pages workflow deploys site/ on changes to master. GitHub Pages must use GitHub Actions as its build and deployment source.

Validation

git diff --check passed. Rust tests were not run; this change only adds static site assets and a Pages workflow.
