Problem: the Fallout 2026.1.0-preview.5.gd84fad5cd7 pin no longer exists on the Fallout-build GitHub Packages feed, which now carries only 10.5.0-preview.*. The last CI run here passed in August, but the next one would fail at restore before compiling anything. Local builds only work from the NuGet cache. It already broke ProxmoxSharp's CI, fixed in Chrison-dev/ProxmoxSharp#25.

Fix, the same as ProxmoxSharp#25 and Homelab#390:

  • Fallout 10.4.0 stable, from nuget.org.
  • nuget.config uses nuget.org only.
  • The Fallout feed and its credentials are removed, along with the PACKAGES_PAT env in ci.yml and publish.yml.
  • Comments in build.sh/build.ps1 and the README are updated to match.

Verified locally without the PAT: ./build.sh Test and ./build.sh Pack both pass. No library code changes.

Pin the 10.4.0 stable line, restore everything from nuget.org, and drop the
Fallout feed, its credentials and the PACKAGES_PAT env from both workflows.
Test and Pack verified locally without the PAT.
