Summary

Clarify how to move files between regional and global persistent volumes, and that both volumes are mounted simultaneously inside a global app.

Changes

• Added an "Accessing Both Volumes at Runtime" subsection to storage/managing-files.mdx explaining that /persistent-storage and /global-persistent-storage are separate mount points available concurrently in a global app.
• Added a "Transferring Files Between Regional and Global Volumes" subsection documenting the download-then-re-upload pattern (no direct region-to-global copy command) and how the same pattern moves files between regions.

Context

Recurring assistant conversations asked whether files can be copied directly between regional and global persistent disks, whether both volumes can be mounted together, and how to transfer models from a regional disk to the global disk. The docs mentioned --region global but did not explicitly address the transfer path or the simultaneous-mount behavior.
