Sixth baseline failed at package-worker-runtime expecting ESRCH from kill(-pgid,0) but getting EPERM. Full-surface audit: the eval sandbox denies group signaling (killpg EPERM even same-UID), while raw docker/host/CI allow it. Production code already handles this (procfs listing in openshell-provider, per-member signaling in bounded-stdio, child-kill fallbacks in executor) — only test probes lagged.\n\nNew shared helper src/testing/process-groups.ts (procfs group-state probes, no killpg on Linux) consumed by: package-worker-runtime (group-gone assert), muse-executor (refactored onto the module, no duplication), plus an EPERM-tolerant absent-group predicate in watcher/claims (preemptive — same assert shape, unreached in eval so far). All gates green, all three suites pass.
