Curate the over-budget reference docs: COMMANDS.md, SKILLS.md, ENVIRONMENT.md #146
Three reference docs are over the 10,000-token per-doc budget, and six more are near it. Measured with measure-context.sh --exact --no-write at beda65d, 2026-10-19:
Proposed: a curating-context run with --file on each over-budget doc, demoting or splitting the way #140 did for DEPLOYMENT.md (10889 → 7570, with Memory protection moved to its own doc). Record per-file telemetry. Then decide whether the near-budget contract docs need splitting before their next edit.
Done when: all three are under 10000 exact, with no dead links or anchors, no new orphans, and a no-loss pass for each.
Shipped in #147 (beda65d..d46cb16, fast-forwarded to main).
All three docs are under budget (exact counts): COMMANDS.md 10378 → 9521, SKILLS.md 10059 → 8959, ENVIRONMENT.md 10014 → 9299. Sections were moved word for word to the doc that owns their topic, and each old location keeps a pointer. Nothing was deleted.
COMMANDS.md's politeness-stream inspection commands → POLITENESS.md ### Inspecting the stream.
SKILLS.md's SocratiCode plugin and health-hook notes, and the init-socraticode re-run checklist → SOCRATICODE.md's repo-specific notes.
Done-when holds: no dead links, dead anchors or new orphans. The no-loss check passes on all seven docs touched, and every reworded line has a recorded reason. The seam check reads 0 and no new hard-coded counts were added. There is a baseline and a curation telemetry row for each doc.
Reviewed twice: a fresh-eyes review (fixed in the CR 1 commits) and a CR round (findings 9–11, all fixed). Full suite: 1421 passed, 1 skipped.
Near-budget docs, the "then decide" item: split each one just before its next edit that adds content, not now. The four contract docs have 100–280 tokens of headroom, and #144 already has to split replicator-boundaries.md. COMMANDS.md is still near budget at 9521. Its next block to move is the ~1400-token broker-permissions history, but no doc has room for it yet: INFRASTRUCTURE.md would land at about 9970.
Follow-up:codebase_update, because four SocratiCode manifest descriptions changed.
