Publish LabProcess, LabProtocol, and Sample types

https://bioschemas.org/types/LabProcess/0.1-DRAFT, https://bioschemas.org/types/LabProtocol/0.5-DRAFT, and https://bioschemas.org/types/Sample/0.2-DRAFT-2018_11_09 have been unchanged for almost two years (in the most recent case) and are currently used by a few different groups. Can they be released?

Broader adoption is being blocked by:

• lack of findability - they don't show up when you browse the Bioschemas types unless you know to click the DRAFT tab
• people who aren't familiar with the Bioschemas community can be reluctant to use draft types, because they want to use something they know to be stable

this is confusing to me. I don't really know what is the latest version, and whether it's "approved"

Sample Type and BioSample Type are in the process of being updated to:

1. formalize the relationship/inheritance structure between the two types
2. move properties from BioSample that could be applied generically to any Sample
3. address the numerous GH issues for Sample/BioSample
