The Microsoft.WeightsAndBiases service will retire on September 30, 2026. This change adds deprecation notices to the Java management package, releases version 1.0.1 metadata, and records that no replacement package or migration path is available. Reference: Azure/azure-sdk#10278. Validation: static metadata, XML, and diff checks passed. Maven was unavailable locally; CI is expected to run the executable validation.
