What changed in this PR
Syncs shared evaluation infrastructure from azure-sdk-tools PR #17436, adding configurable evaluation tracks and explicit authentication settings to the repository’s common pipelines.
Changes:
- Adds configurable stage names and artifact namespaces for separate evaluation tracks within one build.
- Requires caller-provided service connections for authenticated runs and supports validated supplementary Vally arguments without shell execution.
- Documents extension contracts and adds tests for authentication, argument handling, and track-specific result selection.
