Adds a Claude Code skill at .claude/skills/azip-editor-review/ that runs the editor's administrative checklist on an AZIP PR (preamble, required sections, style/markup, linked discussion) and prints the changes needed. Editors and authors use the same skill — authors as a self-check before requesting an editor review. Updates README.md and azip-process.md to point authors at the skill.
