Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [expo](https://github.com/expo/expo/tree/HEAD/packages/expo) and [@react-native-tvos/config-tv](https://github.com/react-native-tvos/config-tv/tree/HEAD/packages/config-tv). These dependencies need to be updated together.
