P2 Badge Update the Bun lockfile with this dependency bump

This changes the manifest to require vite 8.0.16, but apps/admin_dashboard/bun.lock still records the root devDependency as vite 8.0.13 and resolves the vite package entry to 8.0.13. I checked bun install --help, where --frozen-lockfile is documented as disallowing lockfile changes, so any frozen/reproducible install will either fail or continue from the stale lock instead of applying this security patch. Please regenerate and commit bun.lock along with the manifest change.
