[relay] expose redis metrics for all nets

got an redis exporter deployed within the compose stack on a devnet stack, which serves good metrics but having trouble finding compatible dashboards. Most are aimed at k8s or redis clusters so need adjusting.

Also struggling to expose the metrics via Caddy, not sure yes why not as it's the same procedure as for other metrics. Need to look into it further. We can't reach all stacks on their private network with tf-mon, so to get all stack metrics we need this exposed via caddy.

For now will open up redis port 6379/tcp in docker-compose so we can get metrics for dev, with their suggested plugins. This poses no risk as nftables will prevent this redis port be exposed to the outside, only on the private subnet which we use for monitoring.

tmp fix that can be safely used in our envs, but is a security risk if one does not have proper firewall rules that block redis from public reach.
