feat(tangle-cloud): adopt chrome status and money contracts

Summary:

• Adds canonical Tangle Cloud status/money primitives and shared surfaces for status pills, copyable IDs, money rendering, and data tables.
• Updates blueprint catalog, operator directory, service details, and job history flows to use URL-state views, canonical status tones, and lossless bigint/money formatting.
• Clears the repo pre-push React Compiler lint baseline and fixes provider/config package boundaries so the full workspace build resolves internal packages through root exports instead of fragile subpath imports.

Validation:

• yarn concurrently "yarn run lint" "yarn run format:check"
• yarn run test
• yarn run build
• npx nx run-many -t typecheck -p icons,ui-components,tangle-dapp,tangle-cloud
• npx nx build tangle-cloud
• npx nx build tangle-dapp
• git merge-tree --write-tree origin/master HEAD
• Local Playwright smoke on /blueprints, /operators, /services/1 with no unexpected console errors and no horizontal overflow

Notes:

• Lint still reports existing warning-only React Compiler skips for TanStack Table / React Hook Form and the existing no-script-url warning in authoring.spec.ts.
• Build still reports existing large chunk and Rollup annotation warnings.
