Subject: [PATCH 1/2] pystemmer: add build-pystemmer.yml for riscv64 wheels

Cython C extension wrapping libstemmer_c (downloaded and compiled by
setup.py at build time, sha256-pinned); no pyproject.toml, so Cython
has to be preinstalled and the build run with --no-build-isolation.

Subject: [PATCH 2/2] pystemmer: preinstall setuptools too, not just Cython

The manylinux riscv64 cp312+ interpreters don't bundle setuptools, so
--no-build-isolation left pip unable to import setuptools.build_meta.
