Move cartesian coordinate handling to a utils package

Cartesian coordinate handling could be generalized in a utils-package, something like:

Usage would be simplified to

interpolate = use_carts(to_cart)(tie_points_interpolation)
return interpolate([longitude, latitude], scan_alt_tie_points, tie_points_factor)

Even better, a lot of this logic should/could actually be done by pyproj and would be able to use more accurate (or at least differing) Earth models. I think I started doing something similar in pyresample. As far as where this logic should be if not directly using pyproj I think pyresample makes more sense as it has the storage/container classes for geolocation information.
