Complete native restore, ANN wait and feed operation flows

Implement stable RF3 restore/CLI resume ownership, genuine partition-movement failure and policy flows, native ANN authority and generation checks, and original-token change-feed/live-query operation tests. Preserve the current website, documentation and centrally pinned dependency changes in the requested full checkout scope. Retain original failed qualification evidence and add fail-closed native test censuses.

Checkpoint verification: default Roslynk compiler/analyzers report zero errors and warnings; repository governance passes. The original Release build failed before the approved LiveQueryChange revision/whole-page oracle repairs. Final full formatter/build, exact-source Linux normal/scalar/recovery/RF3, native test binding and functional coverage remain pending. No acceptance task is promoted.
